About the role

  • The Endline Evaluation is to conduct an independent assessment of the I-JET Project to evaluate its overall performance, achievements, and contributions to advancing a gender-responsive and socially inclusive just energy transition in the ASEAN.
  • Specifically, the evaluation will assess the overall performance of the I-JET Project against relevant OECD-DAC evaluation criteria.
  • Determine the extent to which the project achieved its intended outcomes in promoting a gender responsive and socially inclusive just energy transition, including its contributions to narrative change, policy influence, and financing for SCORE solutions.
  • Assess the effectiveness of the project's implementation strategies, partnerships, stakeholder engagement, and capacity strengthening approaches in empowering CSO nets, women leaders, and People with Disabilities to engage decision-makers and influence energy policies, and implement SCORE solutions.
  • Identify key achievements, lessons learned, good practices, challenges, and unintended outcomes to strengthen organizational learning and improve and inform decision-making on future programming.
  • Provide evidence-based recommendations to enhance the sustainability of project outcomes.

Requirements

Minimum 7-10 years of experience in evaluation of complex influencing and advocacy programmes, expertise in OECD-DAC criteria, mixed methods, contribution analysis, outcome harvesting, report writing; experience and proficiency in English.
