Level Senior Management Job Function Banking / Financial Service Industry Banking / Financial Service Preferred Applicant Local Required Language English Deadline Sep 11, 2026 Location Phnom Penh Job Summary This role will be responsible for institutionalizing a disciplined, transparent, and value-maximizing framework for the management, disposal, and recovery of repossessed assets across Retail, Business Banking, and Commercial Banking segments.
This role is not a relationship or a sales position.
It is a specialized recovery and asset realization role with clear accountability for recovery outcomes, governance, regulatory compliance, and reputational protection.
The function will operate as a separate structure within Collections, with clear interfaces to Retail, Business Banking, Commercial Banking, Legal, Credit, and External Recovery Partners.
Responsibilities and Duties 1.
Foreclosure & Asset Realisation Strategy Define and institutionalise the Bank's foreclosure and asset disposal framework across all segments Segment repossessed assets by: Asset type (real estate, movable assets, commercial collateral) Ticket size and complexity Retail vs Business vs Commercial portfolios Define optimal disposal strategies (auction, negotiated sale, broker-assisted sale, bulk sale, etc.) aligned to value maximisation Balance speed of recovery with value preservation 2.
Repossessed Asset Sale Management Oversee end-to-end process from asset handover by Collections / Legal through final sale and recovery booking Ensure clear ownership of: Valuation management Reserve price setting Bid evaluation and approval Sale execution and settlement Drive reduction in ageing of repossessed assets on the Bank's books Monitor haircut trends, recovery ratios, and time-to-sale metrics 3.
Governance, Legal & Regulatory Compliance Work closely with Legal to ensure all foreclosure and sale actions are fully compliant with: Cambodian laws and foreclosure requirements NBC and internal policy guidelines Ensure transparent, auditable processes for: Valuations and re-valuations Auction processes Conflict-of-interest controls Act as first line owner for reputational and conduct risk related to asset sales 4.
Cross-Segment & Stakeholder Coordination Operate as the single-point owner for foreclosures across: Retail Banking Business / SME Banking Corporate & Commercial Banking Coordinate effectively with: Collections (pre- and post-legal stages) Credit Risk (valuation, impairment, recovery analytics) Relationship teams (handover, client exit discipline) Finance (recovery accounting and provisioning impact) Manage third-party stakeholders including auctioneers, brokers, valuers, and recovery agents 5.
Recovery Analytics & Performance Management Define and track core foreclosure KPIs: Recovery rate vs outstanding exposure Time-to-liquidation Asset ageing buckets Valuation-to-sale variance Establish early warning indicators for value erosion Provide structured management and committee reporting on foreclosure outcomes Feed learnings back into Credit and Underwriting teams to improve future collateral and structuring standards 6.
