The proposed project is designed (1) to build the foundation for improved water security in Cambodia and increase agricultural productivity in selected river basins and (2) to provide an immediate and effective response in case of an eligible crisis or emergency. The proposed CaWSIP consists of three interconnected technical components, a Project Management Component, and a Contingent Emergency Response Component (CERC). Totally, the projects comprise of five components :(1) Improve Water Resources Planning and Institutions; (2) Improve and sustain water service delivery for irrigation and domestic use; (3) Support services to increase climate resilience in irrigated agriculture;(4) Project management, coordination, and monitoring and evaluation; and (5) Contingent Emergency Response Component (CERC). The project will be implemented over a period of six years. Institutional arrangements for implementation will follow the Government’s institutional structure, with the Ministry of Water Resources and Meteorology (MOWRAM) functions as the executing agency (EA) and Implementing Agency (IA), and the Ministry of Agriculture, Forestry and Fisheries (MAFF) functions as implementing agencies (IA) for the Component 3. The EA and IAs will establish implementation project team(s) with experts and expertise from direct and relevant technical, administrative, environmental and social safeguards, procurement and finance units. The strategic direction and guidance for the management and operation of the project will be provided by a high-level Project Steering Committee, chaired by MOWRAM. The roles, responsibilities, and procedures are detailed in the Project Operations Manual (POM).
